Alerts SP3 Vs SP4

Alerts do not seem to work on SQL Server 2000 SP4. I tested them on SQL
Server 2000 SP3 and saw an alert window pop up. Has anyone seen this problem
?

ces are started (alerter
and messenger), I believe the services are disables with more recent of OS a
nd service pack.
